Born on 16th November 1966 into the family of the late Alhaji Hassan Galadima (Galadiman Ibi) and Princess Jummai (Ruqayya) Agbumanu Atoshi Agbunshu of the Bagya Royal House, Wukari, Mukhtar Usman Galadima embodies tradition, discipline and responsibility. He was raised in Katsina-Ala, Benue State, by his maternal aunty, and began school at Local Education Authority Primary School, Katsina-Ala (1972–1979), before proceeding to Government College, Katsina-Ala (1979–1984).

Joins the Federal Capital Development Authority
Began a 23-year career in the Department of Development Control (Abuja Metropolitan Management Council) and the Satellite Towns Development Agency, FCTA.
Appointed Director, Development Control, FCTA
Rose through merit to supervise major districts of Abuja, leading regulatory reform and strengthening compliance with the Abuja Master Plan. Introduced an automated online system for building-approval applications and tracking, cutting Site Assessment Report turnaround from weeks to a single day.
Ministerial committee service
Sat on the Abuja Master Plan Restoration Task Team, the Review of Revoked Titles committee, and the Change of Land Use committee.
Senior Special Assistant to the FCT Minister
On retirement from the civil service, appointed by the Honourable Minister of the FCT, Nyesom Wike, as Senior Special Assistant on Development Control and Planning — recognition of over three decades of credibility and expertise.
